هُوَ الَّذِي يُرِيكُمُ الْبَرْقَ خَوْفًا وَطَمَعًا وَيُنْشِئُ السَّحَابَ الثِّقَالَ

It is He who makes the lightning flash for fear and hope, and raises massive clouds.
He it is Who displays before you the lightning, giving rise to both fear (of being struck) and hopeful expectation (of rain), and builds the clouds heavy (with rain).
He it is, Who shows you the lightning to induce fear and to inspire hope (in you); and (it is He) Who raises the heavy clouds.
HE IT IS who displays before you the lightning, to give rise to [both] fear and hope, 27 and calls heavy clouds into being;

Each of them has a succession (of angels) before him and behind him, to keep guard over him at the command of Allah; verily, Allah changes not the condition of a people until they change that which is in their heart (or in their souls or change it for themselves). And when Allah wishes misfortune for a people there is no averting it, nor have they a protector beside Him.
He is who shows you the lightning frightfully and desiring/coveting , and He creates/develops the clouds, the heavy/loaded.

For him are (angels) guarding the consequences (of his deeds), before him and behind him, who guard him by Allah’s command. Surely Allah changes not the condition of a people, until they change their own condition. And when Allah intends evil to a people, there is no averting it, and besides Him they have no protector.
It is God who flashes lightning to frighten you and to give you hope. It is He who forms the heavy clouds.
